Even If We Drill Domesticly, We Still Won't Own The Oil

My sister, who is a staunch Republican, told me that she feels that the Republican party's ideas make more sense to her, because then we would not have to rely upon foreign sources of oil. But as the above mentioned article states, we still wouldn't necessarily have more access to the oil market. The transnational companies would try to get the highest price possible, in the global market. The Democrats however want to ensure that Americans get first dibs on the oil which is to be drilled. It's actually one of the few industries which I believe should be under direct governmental ownership.
